When features reside in an attached reference, the Reference Activate and Deactive options are disabled.

To edit these features, ensure you have a valid Map Definition.  Then select Make Active for Edit from the right click menu of the selected feature.

This tool will activate the file containing the selected feature class which enables you to make edits or create new features.  An advantage of using this tool is that the view extents do not change, so there is no loss of productivity.  When your edits are done, choose Stop Editing to revert back to your map model.

In the event that the feature class is attached in multiple reference files, a dialog will open prompting you to select the correct file.  This is typical when your data is organized in map tiles covering a large geographic area.

Note:

If you're not using the Map Manager, you can open and edit the reference containing the features using File > Open, or the Exchange tool from the References dialog.
