For storing polygons with holes XFM requires the definition of a polygon collection. This is due to the fact that the DGN file format does not have an explicit element type to store polygon with holes.
Steps to Create Polygons with holes in it :->
1. In Bentley Geospatial Administrator > Open Geo_example.xml
2. Add a new primary feature Parcel with 'Geometry type' as Polygons and 'Create Feature Collection' as enabled.
3. Right Click Parcel_Collection Node > Insert > Polygon Placement Collection Metadata....
4. In the Insert Polygon Placement Metadata dialog , assign following values:
5. Update the Command Manager list.
6. Save and export the schema
7. Start Bentley Map with the designer workspace and open dgn.
8. Select the shape and the two circles within it with Element Selection
9. In the Command Manager doubleclick the Parcel (Promote) tool
10. In the dialog, enable Selection Set and Promote to new Parcel_Collection and type a name in the Name field.
11.Click in the view twice to accept the selection set.The shape and the two circles are promoted into one feature instance.
